News Tower factions form two opposing pairs: the Mayor versus the Mafia, and High Society versus the Military. Supporting one side affects your relationship with its opponent, so compare the rewards you want before pursuing agendas. Choose around your newspaper's current needs, such as financing, operating costs, staff improvements or expansion, rather than assuming one faction suits every tower.
Understand what the four factions offer
The official game overview names four major factions: Mayor, Mafia, Military and High Society. They offer agendas, influence, rewards and connections as part of the city's power struggle. The Steam description also confirms these groups as part of the game alongside managing the newsroom and growing readership.
For a useful comparison, separate the benefit you want from the relationship needed to reach it. A desirable late reward may matter less immediately than a nearer unlock that helps your present situation. This is a progression-planning approach, not a tested ranking of the factions.
The Mayor: financing and police-related protection
The Mayor and Mafia spotlight describes the Mayor's path through four standings. Its unlocks combine further agendas, borrowing improvements, police-risk mitigation and a way to exchange money for influence. The documented progression is:
- Neutral — Chief of Police: access to another contact supporting the Mayor's hidden agenda.
- Trusted — Wall Street Banker: offers involving a larger maximum loan or discounted loan interest.
- Respected — Prison: constructed through the Construction Yard in Queens, with ways to mitigate police-related risks.
- Esteemed — Republican Committee: offers to convert money into influence once a week.
Consider this path when financing or police-related consequences are relevant to your plans. Compare the value of borrowing improvements with the purchases or expansion you actually intend to make. Cash-to-influence conversion also deserves a separate budget decision, because obtaining influence that way spends money you could otherwise retain.
The Mafia: cash conversion and running costs
The same spotlight presents Mafia support as an opposing choice. Its unlocks provide another agenda contact, influence-to-money offers, entertainment equipment and wage reduction. The direction of its resource exchange differs from the Mayor's:
- Neutral — Cathedral: another contact supporting the Mafia's hidden agenda.
- Trusted — Bobby's Shop: offers to convert influence into money once a week.
- Respected — Casino: entertainment machines that idle employees can use, generating payments for the newspaper.
- Esteemed — Union Office: a way to pay for the Union Boss's intervention in reducing employee wages.
When considering Bobby's Shop, decide what you would give up by spending influence instead of saving it for another purpose. When considering wage reduction, compare a recurring operating concern with your longer-term progression goals. These are different benefits, so “more money” is too broad a reason to evaluate the entire path.
Compare the Mayor and Mafia as alternatives
Mayor support lowers your standing with the Mafia, and Mafia support lowers your standing with the Mayor. Their official spotlight explicitly presents this tradeoff. Compare the rewards within this pair before treating every available agenda as an equally helpful task.
For example, a tower planning an investment may value financing differently from one focused on recurring wages. A player with spare money seeking influence faces a different conversion decision from one with spare influence seeking money. Use the influence guide to think through the resource you are spending as well as the one you receive.
High Society: cultural contacts and newsroom rewards
The High Society and Military spotlight outlines another opposing pair. High Society's path includes cultural contacts, fiction production, reporter-related objects and article sales through an agency. Its documented unlocks are:
- Neutral — Art Gallery: a contact in Essex supporting High Society's hidden agenda.
- Trusted — Steinbeck Residence: passive production of fiction pieces in a random category.
- Respected — Public Library Garage: reporter-skill buff objects and potential risk reductions, through the Bronx Construction Yard.
- Esteemed — International Press Agency: the I.P.A. machine, which enables selling news articles to the agency.
Consider which part would fit the way you want to produce content. A source of fiction and objects affecting reporters answer different needs from a way to sell articles. Read the current offers before building an entire plan around the broad idea of additional content or revenue.
The Military: injuries, task speed and floor costs
The Military rewards described in the same spotlight emphasize staff support and expansion. They offer another agenda contact, injury mitigation, task-speed improvements and discounts associated with floors. The documented route is:
- Neutral — Veteran Camp: a contact in Nassau supporting the general's hidden agenda.
- Trusted — Hospital: ways to mitigate injuries.
- Respected — Military Base: ways to improve employee task speed, constructed through the Bronx Construction Yard.
- Esteemed — Steel Mill: discounts on floor prices.
If you are planning additional floors, compare that expansion goal with the rewards you would pursue through High Society instead. If your concern is work getting done, identify the stage that needs help before valuing a speed-related benefit. The production chain guide helps separate staff processing from transport and supply problems.
Choose between culture and operational support
Supporting High Society hurts your relationship with the Military, while supporting the Military hurts your relationship with High Society. The official comparison makes that opposition clear. Treat their rewards as alternatives to compare against a concrete goal.
For example, planned tower layout changes make floor costs relevant, while a focus on reporters and traits may make reporter-related rewards more interesting. That does not establish a universally stronger faction. The useful question is which offered benefit addresses a goal you are prepared to pursue now.
Check agenda requirements against the edition
Before committing to an agenda, read its current requirements and compare them with your intended newspaper. As a planning suggestion, check whether completing it would change your reporting choices, production workload or printing priorities. A reward can be attractive while the work needed to obtain it competes with another objective.
Keep the relationship effect in the same decision. If you change the faction you prioritize, review your current standing and the rewards available to you instead of assuming an older plan still fits. This guide does not prescribe quest recipes or claim that every relationship outcome is irreversible.
Account for the latest regional additions
The October 2026 Amazon Dispatch update added eight M&S America quests across the existing faction groups. These appear as filler when a tier is completed but not advanced, or after an NPC is fully completed. The regional content adds to faction progression; it is not described as a fifth major faction.
Use the unlock paths above as the framework, then read the offers in your current game. Named rewards come from the official 2025 faction spotlights, checked alongside current game descriptions and the October update on October 20, 2026. Prices and individual quest recipes are not supplied here.
